Tampa's mayor Pam Iorio is Italian, though she looks a bit Asian.  Perhaps (1) Odamna thought he was back in Japan.  Or, (2) perhaps Odamna is just an ignorant b@st@rd.  It's a close call and strong arguments can be made for both sides of the issue.  I'm going to go with number 2. :(

I saw the full video of this and I thought for sure that this was just bad photographic timing..... It really looked like it was just very submissive body language and that he was just laughing at something she said.... BUT.... FOX News just interviewed the Mayor, and she confirmed that it was infact a bow and said that he was just being "curtious". She then went on gushing about how wonderful he was yadda yadda yadda and said that she had no problems with it. I was very surprised she did not try to walk it back at all.

So that's the strategy?  He's going to start bowing to everybody so they can say "See, he always bows, it's a sign of respect.  It's what he does.  If more people were as polite as him, the world would be a better place.  Blah, blah, blah."
