Argentina province OKs chemical castration for rapists,

Buenos Aires, Argentina (CNN) -- Officials in Argentina's Mendoza province have authorized chemical castration for rapists after a significant increase in sexual assaults last year.
Mendoza authorities convened a scientific legal committee and authorized the voluntary chemical castration by decree.
"By using medication that lowers the person's sexual desire and with psychological treatment, the person can be reintroduced into society without being a threat," Mendoza Governor Celso Jaque said.
Eleven convicted rapists in the province have agreed to the treatment in return for reduced sentences.
Several members of the legal committee said the treatment must be voluntary or it would violate international law and Argentina's constitution.
"Actually, it's a right they have like I have the legal right to tie my tubes. I have the right to use contraceptives," said Nelly Minyersky, a family and bioethics lawyer. "Also, theoretically, if I go to a doctor and tell him I'd rather not because it bothers me ... it's a right."
But some experts caution that the treatment is reversible and its effectiveness is relative.
"This leaves out a large number of sexual delinquents who have perverted pathologies," said Enrique da Rosa, a forensic sexologist and psychologist. "That is to say, I can't have the chemical impulse, the hormonal impulse, but in reality I can enjoy making the victim submit."
The term "chemical castration" is a misnomer because the practice involves medication, not surgical intervention. Its effectiveness also stops when treatment is discontinued.
The practice in Mendoza follows measures adopted in several European countries and eight U.S. states: California, Florida, Georgia, Montana, Oregon, Wisconsin, Louisiana and Iowa.
Depending on the success of the program in Mendoza, the rest of Argentina could follow suit, officials said.

I'm wondering if it will do any good? Rape is a crime of violence.  The castrations could only serve to make them more violent.

There exists a law, not written down anywhere but inborn in our hearts; a law which comes to us not by training or custom or reading but by derivation and absorption and adoption from nature itself; a law which has come to us not from theory but from practice, not by instruction but by natural intuition. I refer to the law which lays it down that, if our lives are endangered by plots or violence or armed robbers or enemies, any and every method of protecting ourselves is morally right.

I agree.
I think it depends on the initial motivating factor. Such as whether, as the article suggests, it is sexually motivated by hormones and psychological problems....or if the SOB is just plain mean and violent.

**EDIT**

Should have clarified one thing, I agree with TAB below. The solution to the problem is swift justice...not molly-cottling.
"I expect perdition, I always have. I keep this building at my back, and several guns handy, in case perdition arrives in a form that's susceptible to bullets. I expect it will come in the disease form, though. I'm susceptible to diseases, and you can't shoot a damned disease." ~ Judge Roy Bean, Streets of Laredo

For the Patriots of this country, the Constitution is second only to the Bible for most. For those who love this country, but do not share my personal beliefs, it is their Bible. To them nothing comes before the Constitution of these United States of America. For this we are all labeled potential terrorists. ~ Dean Garrison

Better than nothing, but like has been said, reversable, I like good old fashioned nut cutting, often called gentling, as it drops testosterone levels, makes most male animals calmer. But a sociopath, I have my doubts, its about power, not sex.

No need for cruel and unusual punishment or removing the unit. Just a simple option. Life, or a shot of novacaine and some bolt cutters. Still, I do doubt this. Rape, and here we're talking the pre-meditated, not dumb frat boy who doesn't understand no when he's had three too many tequilas, but sneaking through a bedroom window rapist.... I'm pretty much convinced that they do get off on the violence, not the sex, and the only way to deal with these guys is by applying the bolt cutters to the head. The bolt cutter to the balls will work for the frat boy, but the real sickos, well, you can't save everyone but you can save yourself. That's why God invented rope.

There have been several studies that linked rape to aggression rather than lust, (unless it's your "frat boy" ;D  )
In the Autobiography of Malcom X as well as Bobby Seale"s Soul on Ice there are references to the raping of white women as an act of retaliation against the "White establishment".
