Cant the pirates be used to train green marines or seals in combat?
I mean they may as well be useful for something (pirates)

Or perhaps get countries to do a whip around to pay for some of the cost and place a few unmanned armed drones in the air with the warning any boat with out clearance found in the area autmatically will be fired upon and sunk?
Would be a good way to test new and wonderful Air to Surface weapons.
