The guy does suffer from Hep C and most of his liver is gone.

And he does some serious drugs that may deprive him of his ability to think things through with any semblance of logic.

And, he has been known to lose his train of thought in mid-sentence.

And in re-reading the above, I find it is less of an excuse for his obvious stupidity and more of a reason why he should be under the care of a keeper and not making decisions that could impact real people. But, Pelosi put him on the committee...
On a much more positive note, did you notice the aplomb exercised by the Admiral? He did not burst out laughing. He did not fall on the floor while guffawing. He didn't ask, "WTF did you just ask me?" He did not finger-point and yell, "Moron." He simply showed amazing discipline and self-control and responded to the idiot congresscritter's fear of Guam capsizing by acknowledging that was an unlikely possibility.
Our government under this administration has become a joke. I weep for my nation.
