I agree that the "women all new what they were getting into."  They are just as much to blame as he is.  However, this is a perfect reason for the old workhouse system.  He can't pay, so he goes to jail and spends his days in the work house.  He gets room, board and medical care while everything he earns (above the value of the state's costs of caring for him) goes to his children.  Once all past is paid so he is current, and there is an escrow account of a minimum of 18 months payments in the state's hands, he goes out and works in the real world.  He starts falling behind money comes from his escrow amount, and at some trigger point he goes back to the workhouse.

Ohhhh, castrate the asshole!

“I’ve started my own business making organic soaps and bath products but any money I make I have to pay straight back to the council so there’s no incentive for me to work hard to grow my business,” Walker said.

Walker has been living in the four-story Notting Hill home, which has five bedrooms, three bathrooms a double living room, a study and roof terrace since April of 2008.

I thought the U.S public housing system was screwed up, but the Brits beat us on this one.
