Quaker's Amnesty Policy. Thoughts?

I just got back from a one day fishing trip to the Keys. There is zero oil and the locals are apt to shoot any reporter on sight, as the news stories are causing people to cancel reservations even though there is NO FREAKING OIL! I caught one 120 or so pound (oil free) Tarpon and that was worth the drive.
But I digress. I was staying at this nice little cheap ($55 a night) fisherman's motel It had clean sheets, cold AC, and hot and cold running Iguanas. One of the beasts shat upon by Dad's van. Let me say that cleaning iguana poop that has hardned in the sun is no fun. This got me to thinking. I really hate those freaking lizards. The Guatemalan maids on the other hand were nice folks. In their natual habitat, the two are natural enemies. In Central America Iguana's are hunted for food. The Guatemalan's and Honduran's know what they are doing, so.....somewhere about the third Margarita sipped Gulfside at the Loreli, inspiration struck. An amnesty program! (For the Guatemalans, not the lizards ).
Here's the deal, any Central American who has lived and worked the US for 3yrs and speaks functional English would get a green card. The price, 1000 iguana heads. I don't care how you get them as long as there is no collateral damage. They are both here illegally and neither will leave  voluntarily. The Central Americans are at least useful. The iguanas, not so much. I think its making the best of a bad situation. Plus, the maids were cute. No one ever said that about an iguana.

FQ I know that it is tongue in cheek, but how about 1,000 iguana heads and learning English, and wanting to live here, because its the best, not to make money and send it back home until they afford El Rancho grande, which I wish I could do if I were in their shoes, but is unfair to my country. On the other hand, If I can get an Iguana license, I have a most accurate air rifle, that I would love to apply to the problem, I would at least skin 1 or 2 and try them out on the grill, fryer or saute pan.

It was a sunset trip. 6pm to 10pm. The ONLY way to go in this weather IMHO. If you want to do it yourself, it was under 5 mile channel, about 1/4 mile from the bridge (Gulfside) on a dead drift on an outgoing tide. We used large (palm sized) live Blue Crabs about 3 feet below a small float. Too dark for pictures, but you could see every jump from the dock and bridge lights, very cool.
PS We booked a giude out of Bud and Mary's Marina on the extreme South end of Islamorada. They've been there forever and are good solid folks. The sign over their bait shop cracks me up. "We can't guarantee you a fish, but our baits will die trying". Not PETA approved!

Change it to 1,000 reporter heads and maybe we can sit down and negotiate. You have to bring something of value to the table
