I heard they passed on the idea of concrete, and put down blacktop instead.

My street is being resurfaced with stimulus money.
they tore the old pavement up and laid new.
Then they tore up the new pavement to fix the water and sewer lines that got crushed by the heavy equipment.   
Then they tore up small patches so they could reset all the man holes etc. creating an interesting "Slalom" effect, especially amusing around 3-4 pm when people are using it as one of the main routes through town.     
Then they put down a surface coat.
Then they began the same process on the side walks.   

The road up the street, the one that is nearly impassable because of frost heaves ?
