So here's a interesting question...

With the Heller decision upholding the inherent right to self defense, and McDonald upholding the 2nd as a right that applies over state and local laws does that mean that "May issue" laws violate both as they are a state law that limits a person's right to defend themselves effectively?

I live in MD and it is nearly impossible to get a CCW permit but just up the road in VA and even PA I can, and did in VA, get a non-resident permit without to much hassle.  The State Trooper here was even HUNTING for enough information, with supporting documentation, to issue me one here but I didn't have enough time to get it all together before the application died.  I even qualified and was going to be issued one in CA if I hadn't moved out here first.

I think we will see a more uniform regulation of CCH licensing throughout the country meaning that the states will pass new laws and change existing laws where the requirements are more hooked up to the federal law. Kansas is an example of that even though they already have a shall issue law.
 
As of July 1, 2010 and beyond, the Kansas CCH licensing requirements will include compliance with federal firearm possession laws under 18 USC 922. Practically, it mean that if you as a US citizens or permanent resident alien are allowed to possess and purchase a firearm, you will be issued a concealed carry permit when you apply.

This will all take some time - first step is a shall issue for all states and.... parallel to that, we will also experience a push toward carry laws adopted by Vermont, Alaska and now Arizona.
