Some states have prohibited confiscating firearms during emergencies, but some of those and many others still severely restrict where you can have guns during emergencies.

Have to hunt for it here. Buried in the emergency action checklists are instructions about no contraband and guns being allowed through any checkpoints or in evac "safe areas" for example.
