The Deltone/Luth Gun Range, owned by Randy Luth (DPMS) near St. Cloud, MN, has been under attack by Sherburne County for violating their conditional use permit (CUP) received in 1995 because it was submitted and a "rifle range." However, handguns have been shot on the range for over 30 years. There were also some homeowners complaining rapid fire weapons even though the range does not allow automatic weapons to be shot on the property as a good faith gesture to the few homes in the area.
All summer there has been no handgun shooting which has impacted all action shooting and three-gun events and practice.
There is good news. Last night, Aug. 20, a committee approved the new CUP application including handguns. The County Commissioners vote on Sept. 7.
Deltone/Luth is required to raise all backstops and berms as well as install a baffle system on some bays, they must install shooting tubes on the 100 yd bay. A range master must be present at all times that shooters are on the range, increased signage, and other limitations on action shooting. Deltone says, "There are other conditions that may not be a part of 87A (Minnesota State Statute) but in the spirit of compromise we are willing to accommodate."
