Its not just gangsters that use that method, there are a few goverment agencys that use it as well. No I'm not talking about US goverment agencys.

Sounds more like she pissed someone off, as in cutting them off. They pulled up beside her and sprayed. It also sounds like the investigators got their training by watching Humphrey Bogart movies.

When Golda Meir turned the Mossad loose after the 72 Munich Olympics the "Wrath of God" teams used .22 berreta's on some of their hits. I know at least one of the Paris hit's was done that way, but it was only a couple rounds, one right through the eye to send the message.
