What I will say is this, it ain't the law until its the law. I don't care what the authors meant. You either finished the job, or you didn't. If they didn't pass the bill on the third reading? Then all subsequent rules are BS. Still, Its 24 years of established law. You better be damned sure of your facts before you challenge it.
