I'm not very good at procedural things, but when you pull an appointment like this can the new Congress call him in in January?

The reason I ask this is that it is obvious that this is a procedural move to avoid the "change" we started in November.
What change M58? Honestly, if there were a real change the same discredited GOP leadership that got bitch slapped in '06 and '08, namely McConnel and Boehner, wouldn't be in charge. Likewise, the Dems would have dumped Pelosi and Reid. They didn't. Can you hear me now? Apparently not. >:(
FQ13 who wonders if the tea party will turn its guns on the GOP now that they realize that they have been played for fools. Its not a revolution if the same guys are in charge. Maybe a Libertarian in 2012?

By change I mean that there is a lot happening in these last few weeks that would not pass three weeks from now.  Is it a perfect change?  No!  Is it going to make a difference?  Yes, some.

As I asked, can a recess appointee be called before hearings by the next Congress?

I think once appointed and sworn in, it's over.  None of Bush's recess appointments were brought to confirmation hearings, however, the Lib Congress, at that time, summoned them for "dog and pony shows", ex. John Bolton.
