#1  why was the moron transporting primers
#2  how the heck did they get set off

I'm guessing that he had them loose in a bag or box rather than in their original trays and  boxes.  That way when they get bumped around and/or squeezed they can cause ignition.

How did these get through the screening process? 

How is this incident and the fear of primers that can just go off going to affect the future of flying with ammunition in our checked bags?

It say's the baggage handler "set" the bag on the ground. Ya, I've seen them set luggage down before. It's a wonder they didn't go off being loaded in the plane the first time. I didn't know primers are considered gun parts. Maybe he was going to do some reloading while on vacation.

they're not gun parts - but they cost a mint in hazmat to ship

He actually was doing something illegal. Jamaica is a foreign country, He should have had Govt clearance for "export" (I forget which Dept, probably Customs ) also as an ammunition component he needed other documentation such as an End User Certificate. Jamaica has tough regulations on guns and ammo so he was probably violating their laws as well.
He was, in effect, an arms smuggler, and not a very good one.

Arms smuggler? Hell Tom, he was by God terrorist, caught by TSA! That bag was supicious and they used a judo move to detonate explosives harmlessly. Not too shabby for $10 an hour. ;) ::)

$25 actually.   If you get a really good deal on a bulk purchase even with the hazmat fee you can come out ahead of local over-the-counter costs.    I did 5,000 recently delivered with hazmat fee only $0.03/ea.

indeed - I bought 5,000  but the $25 haz mat + the shipping = grrrr

and having seperate on primer and powder - maybe I'm just a cheap SOB
