The Daily Caller explains:

    On President’s Day — standing where the Rev. Martin Luther King Jr. delivered his “I Have a Dream Speech” — Phillip Howell, 25, recited Lincoln’s famous address and was quickly stopped by the Park Police officer. He told Howell that he could not give speeches on the steps of the memorial without a permit.


   “He called me Abe, and then I turned around and he said, ‘Do you have a permit?’ I said ‘no’ and he said, ‘well you can’t do that here then,’” Howell told The Daily Caller. “Then I said, ‘I’m just giving the Gettysburg Address, come on, it’s President’s Day.’ And he said, ‘I don’t care what you’re giving, You’re not allowed to do that here. I don’t care what speech or what agenda you want to give.’”

    Confused as to why it is actually illegal to read the words carved into the memorial’s wall in a loud voice, but not wanting to cause any trouble, the 6-foot-4 Howell, who sports a thick beard and looks just like Honest Abe in a top hat and suit, moved to the bottom of the steps and delivered the rest of the speech to a cheering crowd.

The problem was he was soliciting money for his services without a license. If he was an organ grinder with a monkey and was soliciting money would anyone be concerned if he was fined? Also his recitation of the Gettysburg Address was terrible and full of mispronunciations. For example " four scores and seven years....".

Wonder what Abe was scoring?

His delivery was rough, but the big picture is the PC BS. One guy dressed as Lincoln, does not constitute a group. And thank goodness he didn't start to pray, that would have gotten him locked up for sure.

TW, just because he is trying to cash in on our ideals doesn't make him a good guy. In fact it makes him as much of a scumbag as a Wisc. Democratic /Union Sen.
 He probably already has a "Defense fund" set up to get more money.

Can you imagine what the monuments in DC would be like if there were no licensing requirements  for vending? It would be like panhandlers paradise. You wouldn't be able to walk ten feet without someones hand out.

The crowd started giving him money to help pay his fine. After the initial confrontation with DC police....He did not start out panhandling.

Look, it was Presidents Day, he was reciting what's engraved on the wall. Remember the college group singing the National Anthem at the same location last summer? They were also threatened with fines and arrest. ...

Really?

We have to lighten up. Monkey's and organs are one thing. This is hardly that.

He was the wrong colour, if he had a slightly more suntanned appearance and was giving the Obumma acceptance speech he would have been given the key to the city.
Seems Washington is full of watermelons, green on the outside and red on the inside. Such sad times we live in.

The City of DC, and particularly the Park Service are hell on buskers. DC because they want money , a vending licence was like $1k when I was in school many years ago whether you had an instrument or a hot dog stand. The Park Police wouldn't stand for it period. My Roomate and I didn't bother when we played the pipes for coin as $1k would cut into the profits as most people won't tip a piper unless you folow them around. Then they'll pay big to get you to sod off. ;D Seriously, we played the mall, made decent tips, but always got caught. Not sure how they found us. ;D The Rangers were obviously amused as they would generally let it go on a bit before wandering by and we'd split. Thing is, if you went near the monuments, you got no slack, a ticket or jail. The idea was that they should be sacred places. Not a way to make money, not a platform for anyone with a cause. You can get a rally permit, but if everyone wanted to show up and hold forth with Old Abe as a backdrop? C'mon, every yahoo would be there. Anti-war soap boxers at the Wall? A permit is not a bad thing in places like that as long as they are content neutral, which they are.
