The City of DC, and particularly the Park Service are hell on buskers. DC because they want money , a vending licence was like $1k when I was in school many years ago whether you had an instrument or a hot dog stand. The Park Police wouldn't stand for it period. My Roomate and I didn't bother when we played the pipes for coin as $1k would cut into the profits as most people won't tip a piper unless you folow them around. Then they'll pay big to get you to sod off.

Seriously, we played the mall, made decent tips, but always got caught. Not sure how they found us.

The Rangers were obviously amused as they would generally let it go on a bit before wandering by and we'd split. Thing is, if you went near the monuments, you got no slack, a ticket or jail. The idea was that they should be sacred places. Not a way to make money, not a platform for anyone with a cause. You can get a rally permit, but if everyone wanted to show up and hold forth with Old Abe as a backdrop? C'mon, every yahoo would be there. Anti-war soap boxers at the Wall? A permit is not a bad thing in places like that as long as they are content neutral, which they are.
