Great Idea!  However, the monument would have been built with a 10 megaton warhead inside it.  On the big day, have a  drone fly over to film the festiviites and then have a designated 9/11 family member push the "Reset" button.

Maybe an underground electrical grid all around it. 

When the crowd has gathered, just flip the switch and when the twitching stops, shut it off and clean up for next years pilgrimage.
