If they have lived in the area through other such disasters, (most natural disasters at least are recurring in the same areas , Every year the Mississippi floods, hurricanes hit the Gulf Coast, Blizzards in New England etc ) They have already seen the level of looting and lawlessness they are likely to encounter so firearms have most likely been thought of.
And it is after all a Gov website, if nothing else, they have to justify the budget, they can't very well say "Don't count on us, we'll be more f*cked up than you are, We are experts on disasters, doesn't mean we're prepared for one".
