Police charged a transient with theft for stealing the handcuffs that were used to restrain him after he fled from officers.Deandre L. R. Irby, 19, was arrested at 12:37 p.m. Monday after he went to the home of a woman he was ordered to have no contact with due to a previous domestic assault. Officers transported Irby to the Iowa City Police Department for a simple harassment charge.Police said after the charge was written up at the station, Irby was escorted to a waiting patrol car. While handcuffed behind his back, Irby ran from the officers south from the station and across Burlington Street.Irby was apprehended by civilian passersby and taken into custody a second time.For his escape, Irby was charged with fifth-degree theft for attempting to deprive the police department of the handcuffs, valued at less than $200; and escape of misdemeanor, a serious misdemeanor.
