I've never seen that commercial target. I have seen the ones that hold a clay pigeon like a lollypop on a stick.
Around here many people use old boards or pallets and position screws or nails at 12, 5 and 7 o'clock positions to rest the pigeons on.
Another trick I was taught by a pistol instructor was to glue charcoal briquets to a sheet of cardboard or a cardboard box. It gives the students instant feedback, and it is far cheaper than pigeons. A stop at Menards, Lowes or Home Depot, ten bucks for some PL200 and a back of briquets, some free boxes, and you have an afternoon of exploding targets
