Political Promises.. (But you can't do that!)

Does anybody besides me watch debates, listen to candidates make promises about what they'll do in the "First Hundred Days" or whatever, and tell the television "You can't do that"?
I know that the 1st Ammendment covers that situation in the "American Model" of government, but it's quite rare to see the press consistantly apply such a standard across the political board. Even asking "By what constitutional authority does a ________ take such action", as a matter of course, would be a good way to weed out those who are talking out their butt... (One of those guys who hasn't vetted his ideas against the Constitution is one of my favorite candidates for Pres.)
While I wish the Party, at least, would offer such a service to candidates, it seems to be lacking.
The "Factcheck" site is owned by Soros. I wouldn't even bother to look there.
Who does this? Is there an objective source that both we and the candidates can be exposed to to demonstrate that promises or stated intents are even legal under current law or the Constitution?

Stupid question and poorly worded. Real question, nonetheless..

As long as it fits the "agenda" even the SCOTUS doesn't care if the stuff if Constitutional.
Unless some one has the time and money to challenge it in court.
Take for example "ObamaCare", or the recent lifting of the ban on gays in the military.
At the time the ban was lifted it was illegal for military personnel to engage in sodomy, admitting they were gay violated their 5thA right against self incrimination. That was why Clinton settled for "DADT" in the first place.
In order to avoid reimposing the ban Congress had to change the law to allow "Sodomy and Bestiality".

The current health care law about to go to the SCOTUS should answer all your questions.

Yes, there are people who care and No, the candidates are not checking anything other than the poll numbers and how much money they've collected.

Facts?  We don' need no steeeeenking facts Senor!
