I note the Civil Rights Division of the Department of Justice is investigating the Trayvon Martin shooting. Please direct the probe to expand so that it includes investigation of what appears to be a violent criminal conspiracy in the making--one that demands being headed off without delay.
Leaders of the New Black Panther Party have publicly offered a reward to kidnap one of the subjects of your investigation, George Zimmerman.
The Orlando Sentinel reports “Members of the New Black Panther Party are offering a $10,000 reward for [Zimmerman’s] ‘capture.’” Per the report:

New Black Panther leader Mikhail Muhammad announced the reward during a protest in Sanford Saturday. And when asked whether he was inciting violence, Muhammad replied defiantly: "An eye for an eye, a tooth for a tooth."
We’re told “The bounty announcement came moments after members of the group called for the mobilization of 10,000 black men to capture Zimmerman,” and that “the group's national chairman, Dr. Malik Zulu Shabaz ofWashington, D.C.is receiving donations from black entertainers and athletes. They hope to collect $1 million by next week.”
We’re also told “The party said they would not release the names of donors nor would they provide documentation to support the existence of donations.”
The New Black Panther Party website offers further documentation, including a reward poster dominating their home page, and while they have tried to give themselves cover by calling for “a legal citizen’s arrest,” the public statements by Mikhail Muhammad, including his pledge “If the government won't do the job, we'll do it,” show clear intent to incite vigilante violence. Curiously, their “press release,” which you may choose to label “Exhibit A,” does not include the “legal” qualifier. In any case, the point is irrelevant, because Zimmerman has not been charged with any crime and there is no legal basis on which such a citizen’s arrest can be performed.
Aside from interfering with an ongoing federal law enforcement investigation, this call to action by Muhammad et al appears, at a minimum, a clear violation of
Title 18, U.S.C., Section 241, “Conspiracy Against Rights”:
This statute makes it unlawful for two or more persons to conspire to injure, oppress, threaten, or intimidate any person of any state, territory or district in the free exercise or enjoyment of any right or privilege secured to him/her by the Constitution or the laws of the United States, (or because of his/her having exercised the same)…Punishment varies from a fine or imprisonment of up to ten years, or both; and if death results, or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title or imprisoned for any term of years, or for life, or may be sentenced to death.
Their own words give you probable cause to open a thorough investigation to obtain all relevant documents, including electronic, telephone records, financial records, etc., and based on the evidence, to arrest and vigorously prosecute any member--or financial supporter--determined to be engaged in this conspiracy. To not do so would be an act of official deliberate indifference while a citizen of Hispanic origin is being subjected to vigilante terrorism by a group even the Southern Poverty Law Center classifies as “a virulently racist and anti-Semitic organization whose leaders have encouraged violence against whites, Jews and law enforcement officers.”
Those “law enforcement officers” include ones who work for you, Mr. Attorney General, not that that should be your prime motivator. As a concerned citizen, I call on you to direct the FBI or other appropriate elements within the Department of Justice to obtain necessary subpoenas and search warrants to begin an investigation immediately.
You have an opportunity to intervene before violence can happen. Do so.
