Yeah they did, but the guy talked him into it(entrapment) Then the date of the trial was incorrectly stated on the summons so he couldn't have shown up when he was supposed to ,That way they could try to leverage him into becoming a confidential informant when they arrested him.

He needed the money, he had very little income, just a pension from the Army, and a new baby.
The Feds were trying to force him to infiltrate the Aryan Nation group that was in the area.

One of the guns seized from the home of a man authorities say shot and killed Greenland, N.H., Police Chief Michael Maloney was purchased by the man’s girlfriend at a gun show in January, the New Hampshire Attorney General’s office said today.

Brittany Tibbetts bought the Ruger .357 caliber revolver at a Jan. 16 gun show in Manchester, N.H., the attorney general’s office said. Investigators are still working to determine the origin of the 9 mm pistol found in gunman Cullen Mutrie’s home on Post Road.

Mutrie, 29, fatally shot Maloney and injured four other police officers during a drug raid on his home Apr. 12. He fatally shot Tibbetts, 26, then himself.

Police say Mutrie and Tibbetts were dealing up to 500 Oxycodone pills every few days from the home.
