It would appear that the why is not really relevant, they used "tea party" so the current regime would not have a shit hemorrhage over "profiling",  the objective being to look at how  current doctrine would function during a Beslan or Mumbai type event in this country.
Considering the protected status Islamic extremists, OWS, and other violent minorities have had under the current regime it is not hard to picture an Obama defeat triggering just such situations .
This is a good place to point out to those who don't know that the US military constantly engages in these sort of intellectual exercises, ranging from an out break of violence that endangers Americans in some little country like Grenada, up to and including scenarios that lead to full scale nuclear world war.
These type of war games are used to formulate, update, and shape contingency planning and have been going on for a very long time.
When the Civil War broke out Lincoln utilized such a pre filed plan, called the "Anaconda Plan" to implement the Naval blockade of Southern ports.
When Japan attacked Pearl Harbor FDR had the "Rainbow Plan" this was a series of war plans color coded for different situations such as war with only Japan, with only Germany etc.
After WWII when Truman and the Dems were crippling the US military and trying to disband the Marine Corps, as one part of their counter the Marines presented plans for assaulting every littoral region on the planet.
