It's missing their target as the Gang bangers don't buy guns but they still support obama and the tax.

They buy bullets. Atleast did when I was working at a ffl.
I always break all the clay pigeons,  some times its even with lead.

That is interesting.   

The criminals don't buy guns, so a tax on guns only effects law abiding citizens.

Bullets, however, are purchased by criminals so they would be hindered somewhat by a bullet tax.....

So, wasn't a bullet tax considered and rejected?  By someplace if not Cook County?

But the Gun Tax gets enacted.

Does anyone else see a hole in this scheme to stop/hinder crime?

I'll bet this one goes national in short order, if they even bother with this half measure.. I can see the current House Leadership offering it as part of a "compromise" for a budget..

Cook County Board President Toni Preckwinkle, who proposed the handgun tax, had earlier this week abandoned an additional proposed tax of 5 cents a bullet because the tax in some cases would have exceeded the price of ammunition.

How long before this ends up in Court?  As in-what part of SHALL NOT BE INFRINGED do they not understand?  This smells alot like the Jim Crow poll taxes and early gun laws to keep freed slave from arming themselves against the "good ole boy" network.

It's already been settled before SCOTUS.
the 1935 Miller decision established the precedent that taxes do not constitute an infringement.

There is already a federal 17% excise taxs on guns and ammo. 
I always break all the clay pigeons,  some times its even with lead.
