If I'm reading this right, its a backdoor registration and unenforceable without a registration.

This package, and all of its amendments, have slid to the back burner.  There has been talk about reviving this before the end of the year.  In my opinion, the closer we get to the 2014 elections, the less likely we are to hear any more about it.  As discussed elsewhere, opinions differ as to the extent of Reid's "involvement" in engineering this particular outcome.  We'll just have to wait and see how the NRA scores it all.

The worst battles have been, and continue to be, at the state level.
