Then you know they will make it ammo for semi-auto pistol or revolver? Semi or bolt or pump rifle?
The if you are "caught" with a .45 ACP 1911, but only had a purchase order for a .45 ACP revolver.... ohhh noooo

Same for a .357 revolver but have a .357 lever action..... Right off we go to see the man.

Aaaaaaand theeeeennnnnn - please present your insurance card and rider for this purchase along with your certificate to purchase ammo, and what type of gun will that be for sir?
Oh I'm dreadfully sorry, Sir, you've reached your (weekly/monthly/yearly) allotment of ammunition, I'm so very sorry. But if you'd like to present us with fired ammunition spent casing - we could submit a request for waiver to allotment to your local state police representative for further consideration.

The "Eligibility Certificate" to purchase ammo should work out. How about those that re-load?

5. The bill requires new state issued eligibility certificates for the purchase of any rifle, shotgun or ammunition.


Long guns: The bill establishes a new revocable state-issued “long gun eligibility certificate”, which will require the applicant to undergo a firearms safety training course, be fingerprinted, and undergo a national criminal background and involuntary commitment /voluntary admission check. Under the bill, as of April 1, 2014, such long gun eligibility certificate will be required to be presented for the purchase of any rifle or shotgun (in addition to the aforementioned now-“universal” criminal background check).

Ammunition: The bill establishes a new revocable state issued “ammunition eligibility certificate”, which will require the applicant to pass a national criminal background check. The bill requires, as of October 1, 2013, that any sale of ammunition or an ammunition magazine to a Connecticut resident be accompanied by the presentation of either a permit to carry a pistol or revolver, an eligibility certificate for a pistol or revolver, a long gun eligibility certificate, a firearms dealer permit, or a combination of an ammunition eligibility certificate and a state issued photo ID.  Therefore , as of October 1, 2013 there will be no legal sales of ammunition or magazines to any Connecticut resident who has not passed a national criminal background check, and is in good standing with regard to such check (i.e. their state issued certificate has not been revoked).

If I'm not mistaken in Illinois you need a FOID (Firearms Owner Identification Card?) card to buy ammo.  Not sure what the law says, but as my community in Michigan has a lot of FIPs (friendly Illinois People).  I know that there are places that check ID to see if you are not from Illinois.  I'm not sure how one state could prohibit sellers in another state from selling to their citizens while in that state.

When I lived in Illinois in the early 70's, you not only needed a FOID card to buy ammo, but they wrote your name and address into a "bound book". That went away with the "Paperwork Reduction Act", or some such a few years later. My guess is they will reinstate it.

The last time I went to the Crossroads Gun Show here in Phoenix, I swear half the plates on the cars in the lot were from California.
