Dynamite is inert stuff (diatomaceous earth, sawdust) mixed with nitroglycerin and wrapped in tubes for handling. (the concentration of NTG varies)
It does not have to be contained to explode and it is shock sensitive. It also degrades and the NTG can leech out of the inert stuff and onto the wrapper, crate or shelf that it sits on. That can result in you getting rudely rearranged or if the bomb squad comes in to dispose of it, you will hear the phrase "Call your insurance man, your building is going to get blown up" as they won't touch it and will set it off in place.   

Black powder is not a true explosive. It deflagrates (burns fast) with the rate of burn pushed by a flame front rather than a shock wave.   
True (high) explosives detonate at a rate of MILES per second - that chemical reaction is fed/pushed by a shock wave not a flame front.
Heating with burning C4 is an example of why it is so safe, it needs a blasting cap, a primary explosive, to set it off and need not be contained to explode.

Lautenmummy's bill would only cause people bent on mayhem to use readily available chemicals to make their own explosive compounds which IMHO are far more dangerous than premade powders that are for sale right now.

flawed logic. IRA is Irish. they would be drunk and thus incapable of making common sense safety decisions.

They are getting to it.  Read today that the FBI did a study and determined that the compounds used in explosive targets, Tannerite in particular, could be mixed with other compounds in a "Pressure Cooker" bomb.

They did not mention that sand, toothpaste, mashed potatoes, or any other item could be mixed with enough explosives in any kind of bomb

A bomb can be made out of MRE heaters, a jug and water.

It made the news that they got their explosives from a fireworks factory.
Still, we should restrict gunpowder just in case.
