Bungle fuels firearm fears

A HOBART gun owner is demanding to know how an administrative bungle led to a confidential letter to Police Minister David O'Byrne being forwarded by his office to a stranger by mistake.

The gun owner, who wished only to be identified as Robert, is a competitive shooter and the owner of tens of thousands of dollars of legal firearms stored in safes at his suburban home -- information of which was provided in the letter sent to Mr O'Byrne.

The man asked the Minister to respond to his fears over the security of the state's firearms database, which has been the subject of considerable public scrutiny in recent months.

The gun owner recently received the original letter in the post from a stranger, who included a note informing the man that Mr O'Byrne's office had sent him Robert's letter by mistake.

The other man wrote he had also written to the Minister expressing his own concerns about the firearms registry and imagined the mix-up had flowed from there.

All correspondence was provided to the Mercury for verification.

The gun owner says he believes the details provided to the registry are being leaked, either through police or Service Tasmania.

Mr O'Byrne and Commissioner Darren Hine deny that is so.

"Since I received my letter from a stranger I've also received a letter from Minister O'Byrne telling me there's nothing to worry about -- how ridiculous," the man said.

"I think it sums the situation up -- we all believe there's a problem, the criminals know what kinds of guns they're going to steal before they get to these places and to suggest they've somehow ascertained that information from the newspaper or a phone book is offensive to the community's intelligence."

Mr O'Byrne's media adviser, Rowan Dix, said it was difficult to comment "on the specific administrative issue raised without further investigation".

"Either way, it would have nothing to do with the firearms database," Mr Dix said.

"Claims and rumours about breaches of the firearms database have been thoroughly investigated. Those investigations have found no evidence of breaches and no cause for concern."

Opposition police spokeswoman Elise Archer believes there is a problem.

"David O'Byrne is causing chaos in the community by slashing the number of police and now it looks like his office is in absolute chaos, too," she said.

Mr O'Byrne said similar rumours abounded in every state and territory and had, "like Martin Bryant and Port Arthur" conspiracies, taken on a "life of their own".

Ms Archer also asked Mr O'Byrne if he could rule out the possibility criminals were getting their information from the publicly accessible analogue police radio system.

Mr Hine said secure digital channels were available to police who needed to discuss sensitive information.

Police sources have told the Mercury the firearms registry database lacks technical sophistication and does not record if it has been accessed -- lawfully or unlawfully -- unless the person looking at it changes information.

This suggests anyone with access to police databases could access the firearms registry and information it contains without getting caught.

Mr Hine said a new upgraded database would be launched next week.

He said it was important to note the registry did not record the locations of safes in a person's home and only 3 per cent of all home burglaries involved the theft of firearms

Heck, I work in IT and can tell you that from his perspective he IS telling the truth.  In the statement, they said that there is no tracking of access, just that something was changed.  So any person can go look at it and there is zero tracking.  In reality, he doesn't know if it has been breached since there is nothing tracked.
