Joe Horn, a resident of Pasadena Texas, was No Billed ( not charged ) by the Harris County Grand Jury today for the shooting of two men burglarizing his neighbor's house. After calling 911 to report the theft, he stayed on the line for 7 minutes giving a running commentary on the crime in progress. When no police had shown up, he told the 911 operator that he was going to stop the criminals. Apparently they were using his back yard as a short cut. This entire incident was recorded on the phone line by the 911 operator, and this recording was introduced as evidence to the Grand Jury. Horn expressed deep regret at the taking of human life, and since he hasn't been interviewed for some time, I can't guess as to his reaction by the Grand Jury, but I'm sure he is greatly relieved.
The fact that Horn felt he had no choice but to take the law into his own hands, is an indictment on the whole criminal justice system as it exist today. Apparently, a police officer was on site in an unmarked car watching the entire incident. Fed up with the crime rate in his neighborhood, and not knowing if the police were going to act or not, Horn felt it emperitive to stop the crime, to protect his neighborhood.
The two men who were killed were both illigal aliens with records. One of them had already been deported once for criminal activity. While no one condones street justice or the taking of human life, this entire incident could have been avoided if the police had acted promptly or if criminals would actually be incarcerated.
