You might be a liberal if you send your children to a public school
or support social security in any form
or attend a 501c3 corporation  church
or believe you need to get the states permission to marry
or if you believe in foreign aid
or if you believe in " constitutional rights "
or if you believe in an income tax system
or believe the Federal Reserve is a part of the national government.

That would be the Necessary and Proper Clause [U.S. Constitution (Article I, Section 8 )]:

To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the United States, or in any department or officer thereof.

Combined with the Foreign Aid Act of 1962

This is a link to article 1 section 8, I see nothing about foreign aid.
