The office in your hardware store is called a contract station. It is cheaper for the Post Office to pay them to sell stamps and accept packages than it would be to open another Post Office in your area. The employees of contract stations are NOT government employees and the station is not federal property. I am a city carrier in Washington state and that is how it works here and in all the other states from what I have heard.
