Maybe.  I am afraid a large portion of urban dwellers will just cry and die....unable to cope...much like many New Orleans Katrina refugees.  I'm afraid the largest portion would wait for help until they get to the point where they don't have the strength to help themselves...then it's too late if it is a widespread regional type emergency.

The urban dwellers are the most corrupt and complacent of the people.  They don't know where to begin to fend for themselves, other than pillaging their neighbors.  As bad as the event itself would be, worse will be when they turn on each other.  Katrina was pitifully mild, leave them like that for a few weeks, or a couple months and people will talk about the horrors for hundreds of years.
