I have seen that before. SR-71s and all of the Skunk Works aircraft were built back when engineers and warriors ran programs not accountants and people who haven't "walked the walk." We have some of the best equipment in the world but we've also got expensive gear that simply isn't usuable because people are designing hardware that they have never had to USE before. More and more programs are being run by people that have no or limited military experience and it shows. Multi-million dollar piles of junk that no one wants to use. IEDs are a great example. We have spent BILLIONS on building counter-IED devices that get downrange and aren't even mounted on a vehicle because a "better" version is already being built. Plus the bombers adapt to the gear as soon as it's activated. Simple "on the fly" devices have a better defeat percentage than the gizmos sent from the Pentagon.

you are right....everything is being is being run by "managers" rather than Leaders.
Find the Leaders who are running things and you will see success.
