SACRAMENTO, CA - Sacramento County may be about to experience an increase in the number of gun owners with permits to carry concealed weapons.

Sheriff John McGinness called it a necessary move, given his department's lack of resources to properly protect the public.

"I think in the interest of doing right by the public and the constituency, we had to make some acknowledgement of the fact that it's a different environment out there," McGinness said. "As things have changed, our ability to respond effectively and ensure their safety has been compromised. Therefore, I think it's only appropriate that we look at these applications with a different thought process in mind."

Gun owner George Perry agreed that McGinness is doing the right thing.

"There is just too much crime out there for a person to be able to call for police when they need them cause there's just too few officers," Perry said.

But gun control advocates feel differently. They said the decrease in support staff at the sheriff's department is not a good enough reason to allow more people to carry concealed weapons.

"By weakening the standards for carrying concealed weapons, it's not a way to deal with the budget cuts to public safety," said Rebecca Gonzales, who defends the gun control measure knwn as Brady's Law.

There is one thing that those on both sides of the concealed carry issue do agree on and that is that even law-abiding citizens with the best intentions can misuse a weapon without the proper training.

Perry said, "If people are really serious about owning a handgun, they don't want to be shooting themselves in the leg and going to prison."

The sheriff himself stressed that he doesn't plan to make it any easier to get a permit .

"All of the same criteria have to be taken into account on the part of the person who would potentially be holding that weapon," McGinness said.

Sacramento is just like a lot of places.  State level politics are run by the large cities (Los Angeles, San Fran).  CA may not be a "shall issue" state but since CCWs are issued at the city/county level there is a lot of variance towards issue.  Fresno and Kings Counties in the Central Valley and Tehama/Shasta Counties up north are pretty liberal in issuing them.  Don't even bother in Alameda or LA counties.  Even within a pro-gun county if you fall within city limits it's a crap shoot.  I lived in Lemoore (Kings Co) so I had to see the Police Chief.  She was anti-gun and said she didn't want CCWs in her town.  Guess she forgot that a the only employers in town were agriculture (aliens), the Navy (I was a Navy cop at the time but didn't fall under the CA definition of a police officer), and the CA Dept of Corrections.  CDC Officers have a CCW as a matter of employment so most of the town's population had CCWs anyway.  Once I moved out to a county island (in city limits but county land) I fell under Kings CO and they were very easy to get a permit through.  MD has a similar problem.  Most of the state is pro-gun/hunting but Baltimore runs the show.  Since CCWs are run through the State Police there isn't variation but the Troopers I dealt with actively tried to find a way to get the permit issued but thier hands were tied.  Any CCW legislation dies in commitee that is run by people from Baltimore and Annapolis.

I'll beleave it when I see it. last year he said  no one needed them, and the former sheriff gave them out corruptly( which is true)

 they have to issue a report every jan.  it will be intresting to see what happens.

the report must list if they were ever a LEO or work for the DOJ.  all but 3 people in sac county that have ccw permits are LEOs, former leos or work for the DOJ.  he failed to renew 4 people last year. I don't know the reasoning, but I find it really hard to beleave that every one that came up for renewal did something bad.    ::)

The Sac SD is a joke, I could tell you stores about them...not things that are "a guy I know", but 1st hand exp.


One second though, with the way my luck works, it will happen.  

Why?  becuase I just moved to a diffrent county.  which I've already been approved for a CCW, just waiting on the paper work to get back from the DOJ.
I always break all the clay pigeons,  some times its even with lead.

Sheriff Sandra Hutchens. I hope it does. Especially since it is happening in the County that contains the State Capital. She's my Sheriff and she was appointed when the last Sheriff got busted. One of the guys running against her has already said that he will be a "shall-issue" Sheriff, so it's a BIG election issue.
