Ummm, HUH? What Constitution is he reading? Doesn't personal liberty pretty much define the distribution of wealth by NOT shackling you with undo burden from the state? Basically stating that you can earn as much as you want and no one can tell you that you are doing too well. Ok.....until now.

The Maximum Leader does not like the fact that the Constitution tells the central government what it can't do, limited powers, thus protecting the individual.  He wants to change the Constitution so it tells the central government what it can do, thus expanding the power of the central government.

I think he doesn't want it to tell the central government what it can do so much as tell it that there's nothing it can't do.  Absolute power.
