To hell with a replacement. Just get rid of DHS. The department really has done nothing special that couldn't be handled just as effectively by other departments. Hmmm, DOD comes to mind... DHS was unfortunate, it was a department established by Bush to consolidate authority. So far it's track record has been nothing but jack boot type tactics to steal individual freedom away from the American people.

It did two things. Make large inefficient agencies larger and more inefficeicent by adding an extra layer of bureacracy. It also gave a miltaristic siege mentality to agencies dealing with common crimes. Neither of these are good things.

We already HAD an organization tasked by the Constitution with guarding America. It's called the ARMY.
DHS was intended to provide a unified command and control structure to speed reaction times, eliminate duplication of effort, and streamline the sharing of information.
Hurricane Katrina, and the mid west flooding shows how well THAT worked out.

Completely hypothetically, bho and Janet from another planet are convicted of treason and sentenced to death. Who would you hang first?

Mayor Daley of Chicago, stated Ft. Hood was because Americans Love Guns, I'm waiting for the "It's Bush's Fault" correlation to complete the MSM equation.
