I remember eye contact being kind of a tricky thing in Japan, sometimes its alright and sometimes not, its mostly according to the stature of the individual. In this case I believe it is, however, in normal/traditional Japanese society people bow lower when they meet for the first time because you may not know the stature of the person you are meeting, therefore no eye contact. Also if you're bowing to your boss, in that case eye contact would be disrespectful, actually I don't think you ever look him in the eye period. Also a store clerk may bow for a customer.
This looks to be of a diplomatic/business kind of setting with two of equal rank and so a combination head nod and handshake is used, and therefore as a consequence there's eye contact.

 He does not bow for me. Plus, he wants to remove the gun behind every blade of grass here, while enemies flourish.
 He was getting his check for putting American car makers out of businees. Not hard to figure out.
 Heck, he looks like the water boy instead of a nations leader. I'm going to bow down now and puke.
 He's taking his orders from China. And by the way,  when two people meet on the karate mat, they bow to each other, and look them square in the eye to find out where their heart is. This tells me where his heart is. He is still a servant.
