Sounds like my ex, JF, except she never aired up the tires unless they were flat.
She used to drive with the washer fluid idiot light on, never replaced the fluid unless the windshield was so filthy that you couldn't see through it. I warned her not to do that, that she would become accustomed to having warning lights on, not a good thing.
She called me from the side of the road, said the car was smoking. I got there, checked it out - no water. She had a hose come lose from a strap and cut a hole, drained the system, and of course the idiot light came on. When I saw the light and asked her about it, she said what light? Warped the head.
She got the car in the divorce - on purpose, no way I would go near it - and she ended up literally driving the car into the road - the repairs were higher than what the vehicle was worth.
