I think it's that piece of chain between the two bracelets used by LEOs in performance of their duties.   ;)

 A Cuff link is what closes the cuffs on shirts with "French cuffs" because they can't even get buttons right.

No tux, Just a shirt and Jacket.
The cumberbund probably would have concealed the 1911 grip better  ;D
