Wouldn't that be considered a SBS, AOW, or a DD?

I don't see it any other way, unless the barrel is rifled. But I can't think of why. No commercial bullets of this caliber are available.

nope.  anything bigger then .700" is a destructive device.  shot guns get around this as they have thier own rules.

That would make it either an undersize shot gun or an oversize pistol . You probably will not see it in stores with out a Supreme Court case just like TC/A had over the 45/410.

Why not 20 ga??  or 12 :o   ::)

It has to be a rifled barrel, but I don't know what the minimum twist rate is.  1 in 900" would be as good a smooth.

the smith x frame with a the 10" barrel weighs about 100 oz empty with a scope.

a 28 gauge PISTOL? Why? Do they even MAKE slugs and buckshot in 28 Ga? Now a 12 or 20 ga model I wouldn't mind. ;)
