What is the diameter of a 28 ga ? That may be the answer to why. It may be just under the limit.
12 or 20 Ga. are too large a diameter for practical purposes. The diameter of the cylinder would be to large . Also, the recoil would be unmanageable.

the bore on 28 ga is .550"  20 is .615"  16 is is .662" 12 is .729"  10 is .775"


Its been awhile, but I'm pretty sure those are correct.  67 ga,  should be .411", but  over then years it some how became .410"


remember the ga was deteremed by the number of pure lead balls that could be cast from 1 lb of lead.  so 12 ga for example you can pore 12 balls of bore diamerter of pure lead.  In the olden days they actually did it, now we use constants.

It should be noted that, the bore is measured 9" from the breach face.  shot guns  barrels are tapered.  you litterly roll them on a mandrill.

Only shot for upland game on the 28 ga.  Paraklese Techologies make some good 12/20/16/410 defensive ammo but no 28.

a 28 gauge PISTOL? Why? Do they even MAKE slugs and buckshot in 28 Ga? Now a 12 or 20 ga model I wouldn't mind. ;)
Only if you can afford the gunbearer, 'cause I ain't carrying it. On the other hand, an O/U in 20 gauge would be just the ticket. Sounds like a sawed off to me, but if all you have to do to be legal is rifle it and market some BS .61 caliber pistol cartridge to go with it....... ;D. Who cares if the pistol round cost's $200 a box?No one's going to buy it and you don't care. Just make and market a few cases to keep ATf happy (happyish?). Sell it with a 4 5/8" barrel with an undermounted rail. Yes please!
