My family has had two beagles, both of them in the 13'' high range and were completely different personality wise. Our first dog was for the most part good but had a mischevous side, chewed on things (my things!), hated me and was very energetic. Our second dog we "rescued" from a humane society that extremely poorly managed, just a month later it was revealed to be so diseased ridden that they had to...... well lets just say we wouldn't have her now if we had waited longer. She rarely ever barks, mostly out of jeleousy, she's extremely docile and sleeps most of the day, dumb as a brick but loving. We believe that she was abused before she ended up in the humane society so that may have something to do with it. Also because of that she was sick for that entire first year but she's been doing fine ever since.
They seem to grow very attached to one member of the family and then attachments to others grow in time. Unfortunately to my dad's dismay, neither one has been a rabbit dog. In fact our current one is usually chased by them rather than chasing them.
