That guy should get rich. Its a brilliant (no pun intended) idea, and has so many possible applications in the third world and here (once you upgrade a bit from the soda bottle). I hope someone helped him patent the idea. Probably not though. :-\

So, the bottles are mini-skylights.

The filtered water is so it will be clear for best light transmission and the bleach is to keep it clear.

Now all he needs is to come up with a clear phosphorescent liquid that will stay clear in the plastic bottle....and one that will glow for 12 hours too.

That's so "Green" I'll bet Hussein would lend him $3 or $4 MILLION easy! I'll bet he keeps his doors open longer than Solyndra.

Yeah...he should be very successful unless he gets tied into having to buy his empty 2 liter bottles through the US government at $157 each.

Similar things have been done. 

Where a "real" skylight is impractical because of the distance from the ceiling to the roof , smaller ones (think canister light size) have been installed with some type of lens at the roof and a fiber optic type conduit to the ceiling fixture.
