I'd still like to get a 1911 as well but they don't seem to be able to keep up with demand on those.

My local gunshop has one on display, pretty cool-it's a 1911  ;)

I've gotten to handle one as well but I didn't have the cash at the time.  I let it go.  But the local shops haven't had one since.

I don't get it. Why would everone want a Ruger version of a Walther? In 22 no less?
There must be some large gap in my upbringing or something.

First, some people like 22s.

Secondly, Rugers version has an aluminum slide.  P22 is zinc.  Win for Ruger.

By looking at the picture I like the safety configuration and mag release better on the Ruger. Has anyone confirmed that it is definitely made by Walther or is that speculation? If so I hope it uses P-22 mags, that would be a big plus for me.

It is made by Ruger.  It looks similar to a P22 but it is NOT a Walther/Smith & Wesson/Umarex product.

Why only 10 round capacity?

Because that is fairly standard for .22 semi auto's .
It keeps the mag from extending below the grip.
Look at the other Rugers or the Buck Mark.

!. Standard?   "It's the way it has always been done".  weak excuse

2. The grip is easily wide enough for stagger or double stack.  Somehow they manage to do that with much larger cartidges like 9mm, 40, 45 etc.  Must be real hard with a 22!  ::)

3.  What do old designs have to do with a new gun?
All tipoes and misspelings are copi-righted.  Pleeze do not reuse without ritten persimmons  :D

Ever noticed that 22 cartridges aren't shaped like 9mm or 45?  Its much harder to reliably stagger or double stack the rimmed case of a 22.  RELIABILITY is why they stick to 10 round mags.
