DGF,

In our death certificate, and that follows federal, hispanic is everything south of the U.S. border, it includes the islands around the Gulf of Mexico and close, and after questioning during a repatriation, it includes Spain and Portugal since that is viewed as where the explorers ventured from.

hmm..I'd say it is neither nationality nor race, but an ethnic designation....a culture.

If a nationality, what nation?  Spain?  Portugal?  Gibraltar?  Any of the Latin American nations?

Hispanic is a race. Any one with blood from a nationality derived from SPAIN, so some one from South of the border probably is Hispanic, but the might also be Indian or some other European descent.
In Argentina I have read that Hispanics are actually a minority.

The mother went on TV today saying she thought the whole thing was an "accident" but wanted justice to be served.

Also, media still wanted to know why it took so long to file charges.
(they just don't get this whole thing about getting ALL the facts straight BEFORE making charges and arrests).

But on TV they arrest the first guy they see and by the end of the shows he's in jail....
When seconds mean the difference between life and death, the police will be minutes away.
