I imagine most young people are not aware of the legal pitfalls out there. It would be easy for a curious young person to do something like this. Many laws confuse those that must enforce them.

I think this needs to be investigated and this young lady needs to be informed.

Hopefully, the system has the flexibility to deal with this appropriately, whatever the appropriate thing is.

I generally agree with your theory, but I have to disagree in this case.  This is a 23 year old college student and supposedly proclaimed anarchist.  She knew pipe bombs were illegal to make.  Aditionally, I'm willing to bet the internet was used to find plans for them and more than one place along the way informed her that it was illegal to make them.  She wasn't a 13 year old kid taking powder out of shotgun shells.  I'm not much older than her and I've known for a long time that stuff like that will get you in trouble.

Where she made here biggest mistake was videoing it and posting on the internet.
