I was one of the first 100 people to recieve a statewide carry permit way back when Minnesota went to a "shall issue" statute. I was shocked to see that the Sherriff (Dakota county) had "signed under protest" my permit. Having been a LE trainer for more than 20 years, was just a bit insulted.

When Minnesota went shall issue Ramsey County (City of St. Paul, et al) was the number one denier of permits in the state.  The Sheriff would write "Danger to self and others" on the permits for reason.  A local attorney took on the cases and made big bucks, because the statute reads that if you win an appeal the entity who denied is responsible for your expenses.

On what grounds? Surely he'd have to show some individualized reason. That is, after all, what SHALL issue means.

I would guess he had no grounds other than his opinion that any subject with a gun is a danger.....That attorney wouldn't have made big bucks winning appeals if there was a valid reason.
