The original bill included a part that prevented the transfer of more than 50 rounds per month unless you were a licensed ammo dealer even among family members, but was removed in order to get it passed.

On Friday, September 11, the California Assembly passed Assembly Bill 962 by a 44-31 vote.  AB962 now joins Senate Bill 585 on the desk of Governor Arnold Schwarzenegger (R) where they await his consideration.

AB962 requires individuals purchasing ammunition be fingerprinted and registered at the time of sale, mandates that dealers keep these records and make them available for inspection by the California Department of Justice.  Ammunition retailers would also have to store ammunition in such a manner that it would be inaccessible to purchasers.  Finally, mail order ammunition sales are prohibited under AB962.  Over twenty years ago, Congress abolished similar requirements because ammunition sales records were found to be useless for solving crimes.  AB962 is a dire threat to our Second Amendment rights in the Golden State.

More than anything, cut off the cops - no gun sales, no ammo sales, no freakin' parts sales. Nothing! Cut them off, and enjoy the fruits of their labors!

California gun laws are a big reason why I still own a home in AZ and would never consider living in CA long term.

I wish to God the gun companies would do this. They would gain so much more long term from solidarity, in terms of ciivilian sales, but they sell out for short term profit. Its like union bus drivers driving scabs to a factory during a stike. If they did say to the cops, 50 rounds per man per month, a waiting period no EBWs etc, the laws  would be changed in a month.

What happens if you do like the bad guys and just do it anyway, go to Alcatraz?  I found out today that the paperwork that accompanies a firearm sale is not sent to anybody.  They just keep it in the gun store and if someone gets hurt with the gun, then the feds track it to see who owns the gun.

It depends on the state. CA records all handguns sales and serial number in a state database and every hand gun brought into the state must be registered, but this does not apply to long guns except for assault weapons .

There is no firearm registration requirement in California except for assault weapon owners and personal handgun importers.  However, you may submit a Firearm Ownership Record to the DOJ for any firearm you own.  Having a Firearm Ownership Record on file with the DOJ may help in the return of your firearm if it is lost or stolen.  With very few and specific exceptions, all firearm transactions must be conducted through a firearms dealer.

You are considered to be a personal handgun importer as defined by California law.  You may bring all of your otherwise California-legal firearms with you, but you must report all of your handguns to the DOJ within 60 days as required utilizing the New Resident Handgun Ownership Report.  [PDF 518 kb / 2 pg]  You are not required to report rifles or shotguns.  You may not bring ammunition feeding devices with a capacity greater than ten rounds, machineguns, or assault weapons into California.
