That's a whole lotta Rock-n-Roll there! I had a '75 K5 with a 454, 33" tires, and a 4" lift when I was a teenager. It had the factory full time 4wd transfer case, and got 8 mpg. Even with the 383 sb I'm guessing it only pulls about 10. 
If your going to get out of zombie town your gonna need good range / mileage.
The side by side seem's like a great idea! I dont see any drawbacks there.
The 383 would either be a stroked 400, which is a block you don't want, or a major over bored 350 (can't remember the ci math, but I'm not sure you could bore a 350 that big). In either case it is hopped up to the point that it would most likely make your 454 look like a hybrid!
My last small block was a 350 taken .060 over, and the best I got out of it was 12 mpg ... and that was in a LUV. On cruisin' nights we usually just reversed the letters to gpm.
Lots of cool things to look at on here, but with the idea for this being worst case simplicity should be the name of the game. Honestly, the first thing that came to my mind was something along the lines of the 60's VW's that were converted to off road. Light weight, basic air cooled engines that were durable and easy to maintain, with minimal tubing you could have full roll cage, raise the suspension up, and add floatation tires. I've seen these things out perform major 4wd's in most terrain.
